What Is Anti-Dumping?
The Anti-Dumping Commission investigates alleged dumping and subsidisation of goods imported into Australia and imposes Anti-Dumping duties to address the material injury to the Australian Industry that manufactures similar or the same goods. Our Approach And Role
Defence of anti-dumping actions is initially an ACCOUNTING & FORENSIC exercise that involves the exporter's Cost to make and Sell (CTMS) for both goods produced and sold on the home and export market.
A comparison of "like goods", otherwise known as model matching is carried out flowing through to an analysis of the home market and Ordinary Course of Trade (OCOT).
A review of the constructed cost to make and sell Normal Value is compared to the FOB export price to indicate a margin of dumping.
This information is provided initially in response to Exporter Questionnaire. The subsequent information is verified, usually at the exporter premises.
The manner information is analysed and presented will have a significant impact on dumping margin calculations and the ultimate outcome.
Anti Dumping Agreement Laws Can Appear Complexed. Our Role Is To Provide Assistance And Guidance In The Following Areas:-
- Preparation of response;
- Attendance and co-ordination of Verification Visit;
- Review of Verification Visit Report;
- Submissions and negotiations with ADC;
- Application for Price Undertakings;
- Application to Anti-Dumping Review Panel for re-investigation.

Investigation ITR 177 (link available information under FOI)
Application to Anti-Dumping Review Panel resulted in a dumping margin reduction from 15% to 3%.
Investigation ITR 188 (link available information under FOI)
Questionnaire assistance and verification visit - the final margin achieved in 4.1%. Other verified exporters achieved between 2.6% and 6.5%, compared with non-verified or all other exporters at 8.2%.
